Indo-Kyrgys Initiative
India and Kyrgyzstan have a longstanding history of amicable relations and collaboration across various domains, including trade, culture, education, and defense. Both nations have forged bilateral agreements and actively participate in regional and international forums such as the Shanghai Cooperation Organization (SCO) and the United Nations (UN). In recent years, there has been a notable emphasis on enhancing economic cooperation, reflecting a shared commitment to bolstering mutual prosperity and development. Historical Background
India has historically maintained close ties with Central Asia, particularly with countries along the ancient Silk Route, including Kyrgyzstan. During the Soviet era, interactions between India and the Kirghiz Soviet Socialist Republic were limited, primarily in political, economic, and cultural spheres.
Establishment of Diplomatic Relations
Following the independence of the Kyrgyz Republic in 1991, India swiftly established diplomatic relations in 1992, demonstrating a commitment to fostering bilateral ties. The Resident Mission of India was subsequently established in 1994, facilitating closer engagement between the two nations.
Framework Agreements
India and Kyrgyzstan have signed several framework agreements across various sectors, encompassing culture, trade, economic cooperation, civil aviation, investment promotion and protection, avoidance of double taxation, and consular conventions. These agreements serve as foundational pillars for enhancing cooperation and collaboration between the two countries.
High-Level Visits
High-level visits between India and Kyrgyzstan have played a crucial role in strengthening bilateral relations. Prime Minister Narendra Modi’s visit to Kyrgyzstan in July 2015 marked a significant milestone, being the first by an Indian Prime Minister in 20 years. During the visit, PM Modi engaged in productive discussions with Kyrgyz leaders, underscoring the importance of mutual cooperation and partnership.
Areas of Collaboration
During PM Modi’s visit, various collaborative initiatives were undertaken, including the establishment of telemedicine links between hospitals in Kyrgyzstan and super specialty hospitals in India, the inauguration of the Kyrgyz India Mountain Bio-Medical Research Centre, and the unveiling of a Mahatma Gandhi statue. Additionally, an agreement on cooperation in the spheres of culture was signed, reflecting a shared commitment to promoting cultural exchange and understanding.
Cultural Exchange and Education
There exists a strong appreciation for Indian culture in Kyrgyzstan, with numerous Indian students pursuing medical education in Kyrgyz medical institutions. Furthermore, Indian businessmen are actively engaged in trade and services within the country, while Indian food restaurants contribute to cultural diversity in cities like Bishkek.
